Everywhere in the WORLD, within staff break rooms or staff common areas (or the like), there are bulletin boards FILLED with photocopies of journal articles and other published materials related to the staff’s specific interests and operational procedures. (Bulletin boards within hospitals and other care facilities; bulletin boards within Law Enforcement, Security, Fire, and EMS quarters.)
Technically, those bulletin boards are probably filled with ILLEGALLY reproduced material. If they didn’t have permission to do so prior to doing so, those who reproduced and posted copyrighted material on a staff bulletin board could be prosecuted for violating International copyright law.
However, those “unauthorized” (“illegal”) reproductions of copyrighted material were posted for EDUCATIONAL PURPOSES ONLY. They were posted only in order to share information with others, so as to improve the manner in which those who read the information provide service to those they are responsible for serving, or to the public. NO ONE who reads the “unauthorized” reproductions is required to PAY to do so. And, NO ONE is making a “PROFIT” from the “unauthorized” (“illegal”) reproduction of the copyrighted material.
Additionally, the educational-posting of copyrighted material does not diminish the earnings (“sales” or “subscription” income) of the source from whence they were copied without “permission.” Indeed, posting those materials actually acted as “FREE ADVERTISING” for the copyrighted source!
Consequently, it is entirely UNLIKELY that the individual(s) responsible for posting copyrighted material reproduced without “permission” would ever be successfully prosecuted for having done so – as long as the reproduction was performed for the purpose of providing FREE access to EDUCATIONAL material.
